The Northern Advisory Council handles the planning and implementation of local CPHR BC & Yukon activities and is made up of members representing a broad range of HR experience levels and areas of practice.

Your Northern Advisory Council:



Chair – Judy Mason, CPHR

Judy is President of TranStrata Inc consulting services. She is also a sessional instructor at UNBC, Chair of the Advisory Board on Advancement at UNBC, and is Vice Chair of the MBA Alumni Chapter at UNBC. She is in her third year as a member of the advisory council.

Sabrina Mowbray

Outgoing Chair – Sabrina Angus, CPHR

Sabrina is a Human Resources Manager at Sinclar Forest Products Group and is in her sixth year on the council.


Fraser Deacon, CPHR

Fraser is Job Coach with Work BC and is in his third year as a member of the advisory council.


Irina Doering, CPHR

Irina has a number of years of experience in the talent, OD and safety fields and is in her second year on the council.


Brad Evans, CPHR

Brad is Director of Safety and HR at Excel Transportation.  Having been on the advisory council previously, he is in the first year of his new term.


Anne Harris, CPHR

Anne is Operations Manager – International Education at the College of New Caledonia. She has previously been on the advisory council and is the third year of her current term.

Tina O’Neil, CPHR

Tina is Human Resources Manager for Cariboo Lumber – Tolko Industries Ltd.  She is in her second year on the council.


Laurie Paulin, CPHR

Laurie is Human Resources Coordinator at the Gitxsan Development Corporation. She is in her second year on the council.


Kerry Roberts, CPHR

Kerry is Human Resources Manager of Recruitment and Positive Work Environments UNBC and is Lead of Operations for Marquis Advertising Group.  This is his third year on the advisory council.
