Professional Complaints

As one of its most important mandates, CPHR BC & Yukon governs the conduct of its members in the practice of their profession through their adherence to the Code of Ethics & Rules of Professional Conduct.  If you believe that a designated CPHR member has failed to meet their professional obligations under the Code of Ethics & Rules of Professional Conduct and the standards of practice, you can file an official complaint.

Find a Member

CPHR BC & Yukon can only investigate a complaint filed against one of our designated CPHR members. To determine if an individual is a registrant of CPHR BC & Yukon, contact the Office of the Registrar.  A complaint against a designated CPHR member can be lodged by anyone, including a member of the public as well as a CPHR BC & Yukon member.

Steps to File a Complaint

  1. Email Office of the Registrar to confirm the complainant is a designated CPHR member
  2. Examine the Complaints & Discipline Process and Policy handbook and the flowchart
  3. Review the Code of Ethics & Rules of Professional Conduct to reference the codes that may have been violated
  4. Download and complete the complaint form
  5. Email completed form to the Registrar with supporting documentation

Discipline

The Discipline Committee (DC) hears allegations referred to it by the Complaints & Investigation Committee and determines the appropriate disciplinary action for a Professional Member (CPHR).

In accordance with the CPHR BC & Yukon Bylaws and the Complaints and Discipline Process and Policy, decisions and reasons following a finding of a breach of the Code of Ethics and Professional Conduct may be published.

Published Decision – June 2026

The Discipline Committee determined that Jaiveer Singh Pahwa breached provisions P102, P206, P301, and P408 of the Code of Ethics and Professional Conduct. Sanctions imposed included revocation of the CPHR designation and expulsion from the Association.

Published Decision – August 2026

The Discipline Committee determined that Nelson Onwuliri breached provisions P104, P108, P205, P301, and P502 of the Code of Ethics and Professional Conduct. Sanctions imposed included revocation of the CPHR designation and expulsion from the Association.
